This is the Wesley Crusher sceince project prop from the Star Trek: The Next Generation season one episode 'The Naked Now'.
Some parts are missing and the story goes that it came this way from the studio warehouse since the light up parts were canibalized by the prop department while making other props for the show.
A few screen-caps, courtesy of TrekCore.com, are included to show what the prop looked like when new - some of what looks like 'damage' to the control panel buttons is actually present in a screen-cap.
