This is 1 of 5 werewolf costumes made for a move called SHAPE SHIFTERS that was never made. These were never worn, or used, which never happens as suits like this are always rented, and worn out into submission. Each is different, and some are more complete than others. This item is part of the John Carl Buechler Magical Media Industries F/X shop liquidation, a treasure trove of unique costumes, body parts, and creature suits. All made by the master himself.
