This large blue shoulder patch was part of a rank identification layout system used on all UEO personnel uniforms. For a none-commissioned officer the rank patch layout would consisted of just a single patch signifying the wearers rank within the UEO, A large shoulder patch would be present on the RH side shoulder for a none commissioned officer but a commission officer would also have 2 smaller collar patches present on the uniform.
The UEO also used specific colour backings in their ranked patches to signify the personnel's area of expertise. As an example an engineering personnel would always have a red backing and a medical personnel would always have a white backing etc etc.
In the case of this particular patch the rank displayed on it is of a Seamen 2nd class officer. The patch also shows the officer is a command branch personnel.
