The cigarete packs were used to conceal the Gold bullets inside, and safe delivery to Scaramanga.
These are SD studio bullets used in the cigarette pack, i didn't want the 007 markings to show for it was not seen in this scene, only in the beginning of the movie do you see the 007 markings on the bullet.
