This the Ghost of Christmas Past’s (David Johansen) taxicab operators license from the holiday comedy, Scrooged. The Ghost of Christmas Past’s license appeared on his taxicab dashboard when he chaotically drove Frank Cross (Bill Murray) through memories of his biggest mistakes. The license consists of two slips of paper and a color-printed picture of the Ghost affixed to the bottom left corner.
