Planet of the Apes, pota flail

This is a very interesting item. We are going to guess that this is a flail that would be used to beat the dust from a hanging rug...Maybe you have a better guess as to the actual use of this item. It is a thick twisted grass and measures about 28" long and over 5" wide. It looks like it is doubled over and can be untied to reach it's full length. There is a wrapping at one end that suggests a handle.
