This is a commercially available blank firing gun from Turkey. It was Captain Jack Harkness' main sidearm in "Torchwood: Miracle Day" in an unmodified form. It's been used in many TV shows and movies from the brilliant but cancelled Almost Human, to one of the Universal Soldier movies, and also Nikita. Some times modified to look a little different, but most often it appears just like this. It comes with 3 "barrel" attachments (it's not a barrel, it's 90% blocked only open to vent the muzzle flash forward) and one or all have been used in the productions as well.
