This is a Sideshow Collectibles replica of a Zanti prisoner from the television show, "The Outer Limits (1963)" This character comes from Season 1, Episode 14, "The Zanti Misfits." The Zanti misfits were prisoners from another planet who were exiled on Earth since their home planet had no death penalty. Problems ensue when the prisoners (which look like mean, giant ants) break free of their guards and begin to terrorize those they meet.
