The origin of Soran's powerful blaster weapon wasn't explored onscreen. Possibly developed from scavenged Borg technology, the pistol features a servo-actuated rotating emitter assembly and fires green energy bolts. In ready position, the rotated barrel allows for gangsta style shooting, without the distinct disadvantages inherent in firing a normal handgun sideways.

Resin, aluminum, brass and copper replica; barrel flips into firing position manually.
