This is an upgraded Playmates toy version of the small hand scanner used by Dr. McCoy on the original series TV show.  On the show, Dr. McCoy would wave the scanner over his patient, then look at 'something' on the bottom - one assumed it was  some sort of data readout.  The toy makes a sound very similar to the post-production sound used on the TV show.  All I did to enhance the toy was produce a read-out panel in Photoshop and apply it to the bottom of the unit (see photos).
