This is a £20 note that was used in the episode "The Runaway Bride" (Series 2, Episode 14), starring David Tennant as The Doctor and Catherine Tate as Donna Noble. This prop was used as one of two fake bills for when The Doctor hacked an ATM to spew money onto the street to create a crowd of people between himself and the Santa Robots.
