This a is Starfleet officer’s division strip like those appearing in Star Trek feature films though mostly in Star Trek II: The Wrath of Khan. The item is a red fabric length with gold trim, remaining threads from accent removal, a metallic silver painted ‘security disk’ stitched onto the blade end, and a metal reinforcement. The item measures approx. 12.75 inches long.
