Mars Attacks!, Large Martian Ambassador bust

This bust was created to promote the movie "Mars Attacks!" at the time of its release. I would love to know who sculpted it and exactly what for as it's a mystery to me and I've never seen another like it.
Made from solid porcelain this bust weighs 16kg - I'm scared to put it on a shelf incase it breaks it! Slightly smaller than life size.
