This is a replica of the leather portfolio that was used in the first 4 seasons of Mission: Impossible. The folder contained the dossier files and photos for all of the various IMF agents who appeared throughout the series. Briggs/Phelps would go through the files to select the team members before each mission at the beginning of the episode.
