This is a portable flame-thrower used by the bio-hazard containment forces. These are seen toward the end of the film being held by the red 'hazmat' team standing behind Daxus as he finally captures Six. The screen shot here shows them standing behind Daxus and Violet.
This is a publicity shot apparently showing them about to use the flame-throwers on Violet (or at least threatening to). The guns themselves can actually house a small tank of a flammable chemical in the stock of the gun. This would produce a small flame out of the angled igniter tube just in front of the main flame barrel. There's a lever on the top of the gun to control the fuel flow to the igniter. I haven't seen any evidence that this was actually used though, and other than the little igniter flame, the gun isn't cable of actually firing anything.
