This is the solid resin, stunt version, of the engineering tool used by such characters as Wesley, Geordi, and Barclay in multiple episodes of The Next Generation. However, this stunt version was likely only used in 'The Dauphin' since in one of the scenes it is clearly visible in the broken state that matches its current condition. As a stunt version it has no electronics.
