Although the purpose of the gizmo wasn't clearly defined in the movie, it may have been a type of warning or security system related to the proton pack. Despite its relative obscurity, the device was shown prominently worn by Ray on the regular release Ghostbusters onesheet poster.
The core of this device, as seen on the poster, on screen, and in this replica, is a main circuit board from a Sanyo ICC-808D calculator, featuring nixie-tube numerals. The board has been mounted to a modified tape measure holder, and a smaller daughterboard (with belt clip) attached via a black coil cord.
